Background Information The National Council for Childrens Services is a State Corporation established under section 41 of the Children Act, 2022. The Council draws its mandate from Section 42 of the Children Act 2022. The Council is mandate to regulate, coordinate, and oversight children services in Kenya and advise the government on all matters relating to children. The Council was first established under the now-repealed Children Act 2001 and aligned to the Mwongozo Guidelines of State Corporations through the Statute Law (Miscellaneous Amendment) Act No. 11 of 2017 Vision Statement Vision Statement A protected and empowered child Mission Statement Mission Statement To regulate, coordinate, and oversight children services in Kenya and advise the government on all matters relating to children Core Values Child First Professionalism Integrity Transparency Accountability Inclusiveness Partnership Duties and responsibilities Duties and responsibilities entail: Interpreting and implementing Public Procurement policies, regulations procedures and guidelines; Ensuring compliance with Public Procurement and Asset Disposal Act, 2015, and Regulations; Processing tender for procurement of goods and services as per laid down policies and procedures; Approving orders and requisitions; Liaising with legal and user departments in drawing and managing procurement contracts; Developing procurement plans in liaison with users and as per the requirements and facilitating execution; Oversee the implementing of e-procurement strategies; Providing secretariat services to the Procurement Committees; Coordinating the disposal of unserviceable stores as per the established regulations; Overseeing the development and implementation of procurement systems for security and safe custody of the Council’s assets; Maintaining an assets’ register as per the Procurement and Assets Disposal Act; and undertake any other functions as may be lawfully assigned. Job Specification Requirements for appointment For appointment to this grade, an Officer must have: - At least fifteen (15) years’ work experience three (3) of which must be at grade of Assistant Director, Supply Chain Management or in a comparable position; Bachelor’s degree in any of the following disciplines: Supply Chain Management; Procurement and Logistics; Commerce/Business Administration (Purchasing and supplies option) or its equivalent qualification from a recognized institution; Master’s degree Supply Chain Management; contract management; Procurement and Logistics; Commerce/Business Administration (Purchasing and supplies option) or its equivalent qualifications from a recognized institution; Membership to Kenya Institute of Supplies Management (KISM) or Certified Institute of Purchasing and Supply (CIPS) or any other relevant professional body; Practicing from Kenya Institute of Supplies management (KISM); and Proficiency in computer applications.
