Setting and Reporting This position is in the Conduct and Discipline Service in the Administrative Law Division (ALD) of the Office of Human Resources (OHR) in the Department of Management Strategy, Policy and Compliance (DMSPC). The Administrative Assistant reports to the Senior Programme Management Officer of the Conduct and Disciplinary Service. The position is located in Nairobi. The Division is in charge of the implementation of the United Nations (UN) standards of conduct for all categories of personnel across the UN Secretariat. ALD provides strategic and legal advice on internal justice matters and represent the Secretary-General before the United Nations Dispute Tribunal. ALD handles disciplinary matters relating to Secretariat staff members, oversees and coordinates efforts and actions to prevent and respond to unsatisfactory conduct, and works to empower and support UN Secretariat managers in the exercise of their responsibilities to address conduct and discipline matters. Responsibilities Within delegated authority, the Administrative Assistant will be responsible for the following duties: Human Resources Management Assists the Senior Administrative Assistant of ALD on actions related to the administration of the human resource activities of CDS, e.g., recruitment, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. Conducts vetting of civilian, military and police (uniformed) personnel for prior misconduct while in service of the United Nations and collaborates with CDS and OICT colleagues to support new updates to the vetting process and system [Case Management Tracking System (CMTS)]. Monitors CDS staffing table and prepare relevant statistical data/charts. Budget and Finance Assists the Senior Administrative Assistant of ALD in the preparation and review of financial and human resource proposals/requirements of CDS. Assists the Senior Administrative Assistant of ALD in the elaboration of resource requirements for budget submissions. Assists the Senior Administrative Assistant of ALD in preparation of budget performance submissions and finalization of budget performance reports. General Administration Provides administrative support to the Chief of CDS with organizing and maintaining his/her calendar. Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters. • Performs other related administrative duties, as required (e.g., official travel; monitoring accounts and payment to consultant and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems). Work Experience A minimum of seven (7) years of experience in administrative services, finance, accounting, audit, human resources or related area is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree or higher. A minimum of one (1) year of experience in recruitment at the United Nations or a similar international organization is required. Experience in result-based budgeting is required. Experience in data analytics or related area is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
