The Gender Violence Recovery Centre (GVRC) is the pioneer organization on matters of Gender Based Violence management in Kenya. ItâÂÂs a non-profit making, non-partisan; charitable trust of the Nairobi WomenâÂÂs Hospital (NWH). GVRCâÂÂs purpose is to bring back meaning to the lives of survivors and their families through the provision of comprehensive free medical treatment and psychosocial support to survivors who have suffered any form of violence such as sexual, physical, psychological or emotional abuse. GVRC has become a centre of excellence on Gender Based Violence (GBV) issues and management in Kenya. The GVRC-NWH headquarter is located at Malik Heights, Ngongâ Road in Nairobi County. Our branches include Adams and Hurlingham branches (Nairobi County), Kitengela and Ongata Rongai branches (Kajiado County), Hyrax, Nakuru CBD and Naivasha branches (Nakuru County), Meru branch and Mombasa branch.Objectives The primary objective of this consultancy is to develop a comprehensive Gender Index for GVRC. The specific objectives are: To conceptualize and define a robust Gender Index that is relevant to the Kenyan context and aligned with the goals of the Accelerate project. To develop a clear methodology for the Gender Index, including the identification of data sources (internal and external), data collection methods, and calculation procedures. To produce the inaugural Gender Index report and establish a system for its quarterly generation and dissemination. Scope of Work The consultant or firm will be responsible for the following tasks: Conduct a desk review of existing gender indices and best practices. Consult with GVRC staff and key stakeholders to understand the project's needs and the local context. Develop an inception report detailing the proposed conceptual framework, methodology, and work plan for the Gender Index. Based on the approved inception report, develop the Gender Index tool. This will involve selecting and weighting indicators, defining data collection instruments (including surveys where necessary), and creating a database for data management. Lead the process of collecting baseline data for the Gender Index. This will involve utilizing GVRC's internal data and collecting external data as needed. Analyze the collected data to generate the first Gender Index. Prepare the first Gender Index report, which should include a clear interpretation of the findings and recommendations for programmatic and policy interventions. Develop a reporting template for subsequent quarterly reports. Train GVRC staff on the methodology, data collection, analysis, and reporting of the Gender Index to ensure its sustainability. Deliverables The consultant or firm will be expected to deliver the following: An inception report detailing the conceptual framework, methodology, and work plan for the Gender Index. A Gender Index toolkit, including the final index with its domains and indicators, data collection tools, and a user guide. The inaugural Gender Index report, including baseline data, analysis, and recommendations. A reporting template for quarterly Gender Index reports. A final consultancy report, summarizing the activities undertaken, achievements, challenges, and recommendations for future sustainability. Duration of the Consultancy The consultancy is expected to be completed within 6 months from the date of signing the contract. A detailed timeline will be developed in consultation with the selected consultant. Qualifications of the Consultant The ideal consultant or firm should have the following qualifications: For firms, at least 5 years of experience in gender and development, research, and monitoring and evaluation. For individual consultants, a Master's degree in a relevant field (e.g., Gender Studies, Social Sciences, Development Studies) and at least 7 years of relevant experience. Demonstrated experience in developing and working with composite indices, particularly in the field of gender. Strong quantitative and qualitative data analysis skills, with proficiency in statistical software (e.g., SPSS, Stata, R). Excellent research, writing, and communication skills in English. Familiarity with the Kenyan context and the field of GBV is highly desirable. Submission Requirements Interested consultants or firms should submit the following: A technical proposal (max 10 pages) outlining their understanding of the TOR, proposed methodology, and work plan. A financial proposal with a detailed budget. CVs of the lead consultant and any other key personnel. At least two examples of similar work previously undertaken.
