Although the Teachers Service Commission was established in 1967, its history dates back to the 1950s when teachers led by retired President Daniel T Moi vigorously fought for the formation of one teacher body. Following the formation of the first teachers union in Kenya - the Kenya National Union of Teachers (KNUT) in 1957 there was sustained agitation for the creation of an umbrella body to manage the affairs of all teachers. At the time, teachers were employed by either; missionaries, local authorities or the Central Government which led to a great disparity in remuneration and other terms and conditions of service. In 1964, The Kenya Education Commission Report (The Ominde Report) strongly supported the need for a competent, respected and contented teaching force. As a result of these factors, the Teachers Service Commission was formed in July 1967 through an Act of Parliament to give teachers one employer and uniform terms and conditions of service. It was charged with the mandate of registering, employing, promoting, disciplining and paying teachers.ADVERT NO. 77/2026 Duties and Responsibilities Duties and responsibilities will entail: - Identifying risks; Inducting and guiding newly recruited/ deployed employees to the Risk Management Division; Spearheading the preparation of the Division’s annual work plan and submit to the Deputy Director, Risk Management; Reviewing the Key Risk Indicators (KRIs) and Key Controls (KCs) for Directorates, Regional and County Offices; Spearheading the preparation of budget and procurement plan for the Division; Guiding the development and review of risk management manual; Coordinating the implementation of risk management initiatives; Analyzing the risk management processes and recommend possible improvements; Disseminating and operationalizing the institutional risk management policy and framework; Follow up implementation of risk mitigations.; Reviewing risk management reports from Principal Risk Management officers; Identifying staff performance gaps and recommends suitable training to the Deputy Director, Risk Management; and  Supervising and guiding employees for optimum performance. Requirements for Appointment For appointment to this grade, an officer must have: - Served in the grade of Principal officer -Risk Management for a minimum period of three (3) years;  OR  Five (5) years’ experience in a comparable position; Bachelor’s degree in any of the following disciplines: Education, Human Resources Management, Commerce, Arts, Economics, Business Management, ICT, Project Management, Procurement, Business Administration, Laws, Social Sciences or equivalent qualification from a recognized Institution; Master’s degree from a recognized Institution is an added advantage; Professional qualification in any of the following; Certified Risk Management Assurance (CRMA)/(CRISC), or Diploma in Risk Management or equivalent qualification from a recognized institution is an added advantage; Certificate in Senior Management Course not less than four (4) weeks from a recognized institution; Demonstrated merit and ability as reflected in work performance and results. The terms and remuneration benefits for this Grade: Basic Salary Scale: Kshs.137,460 – Kshs.167,098 House Allowance: Applicable rates Commuter Allowance: Kshs.12,000 Leave Allowance: As provided in TSC Secretariat Annual Leave: 30 working days per calendar year Medical Cover: As provided in the TSC Secretariat Medical Scheme Terms of Service: Five (5) years contract renewable once subject to satisfactory performance.
