FCDC is a Frontier County Governmentsâ agency mandated to promote, coordinate and facilitate the active and extensive participation of all sectors to effect the socio-economic development of its member counties through a holistic and integrated approach to promote and strengthen inter-regional linkages to ensure the increased viability of the Frontier county-wide and/or Frontier county-specific programs and projects. OUR HISTORY Frontier Counties Development Council (FCDC) is a county governmentsâ agency which derives its mandate from the Companies Act of 2015 as a Company Limited by Guarantee to accelerate the socio-economic development of the member counties, increasing its trade, tourism and investments, encouraging private enterprise, and advancing efforts towards peace and development. It also acts as the Frontier Counties coordinating office for Kenya Vision 2030 and related programs and projects to ensure its active participation in the national, regional and sub-regional priority initiatives. Over the past one year, it has established its networks which prompted the Frontier Countiesâ stakeholders to continue the call for the institutionalization of FCDC. Primarily supported by the member county governments of Garissa, Isiolo, Lamu, Mandera, Marsabit, Tana River and Wajir, the Memorandum of Understanding creating the Frontier Counties Development Council was signed by the Frontier County Governors on 2nd March 2016, paving the way for registration of FCDC as a Company Limited by Guarantee on 21st April 2016 under the new Companies Act of 2015. FCDC was likewise created to address the need to promote and strengthen inter-regional linkages to ensure the integrated viability of the programs and projects in Frontier Counties, with the county governments as frontline entities that will realize the development of specific geographical areas. Its purpose is to serve as a catalyst in promoting, integrating and sustaining peace and socio-economic development in the region with the aid of the people of Frontier Counties.Scope of Work The M&E Officer will be responsible for the following tasks and activities: Monitoring and Evaluation Framework Develop and implement the M&E framework for the RANGE program. Design and manage data collection processes to track progress against program indicators. Develop tools and systems to collect, manage, and analyze data. Data Management and Analysis Collect, compile, and analyze data from program activities to assess progress and impact. Maintain and update databases to ensure accurate and timely data availability. Conduct regular data quality assessments to ensure data integrity and reliability. Management of the knowledge management information system(data repository system) Reporting and Documentation Prepare regular M&E reports, including progress reports, impact assessments, and case studies. Document lessons learned best practices, and success stories from program implementation. Ensure that all M&E reports and documentation are well-organized and accessible. Capacity Building Provide training and support to program staff and partners on M&E tools and processes. Build the capacity of local stakeholders to conduct M&E activities. Promote a culture of learning and continuous improvement within the program team. Stakeholder Engagement Work closely with program staff, partners, and stakeholders to ensure alignment on M&E activities. Present M&E findings to internal and external stakeholders to inform decision-making. Facilitate workshops and meetings to share M&E results and gather feedback. Key Deliverables Comprehensive M&E framework and tools. Regular M&E reports and impact assessments. Accurate and up-to-date program databases. Documentation of lessons learned and best practices. Training materials and capacity-building sessions for program staff and partners. Qualifications: Education Degree: A bachelor's degree in social sciences, Monitoring and evaluation, economics and statistics, or a related field is required. Skills Analytical Skills: Ability to analyze qualitative and quantitative data to assess program performance and outcomes. Research Skills: Proficiency in designing and conducting evaluations, including developing methodologies, tools, and data collection instruments. Statistical Skills: Knowledge of statistical software (e.g., SPSS ) for data analysis. Reporting Skills: Strong ability to prepare comprehensive reports, including visualizations and presentations of data findings. Communication Skills: Excellent written and verbal communication skills Project Management Skills: Ability to manage multiple projects, prioritize tasks, and meet deadlines. Experience Work Experience: Previous experience in monitoring and evaluation, research, or a related role. Field Experience: Experience in the policy and conflict management is required. Experience with Donors: Familiarity with the reporting requirements of major donors (e.g., USAID, EKN-funded, SDC, USAID, EU, and Mercy Corps-) can be advantageous. Certifications M&E Certifications: Certifications such as the Certificate in Monitoring and Evaluation from recognized institutions or universities can enhance qualifications. Technical Knowledge Program Evaluation Techniques: Knowledge of various evaluation techniques, such as logical frameworks, results frameworks, and theories of change. Data Management: Proficiency in database management systems and data visualization tools Personal Attributes Attention to Detail: Ensuring accuracy and reliability in data collection and analysis. Problem-Solving: Ability to identify issues and develop practical solutions based on data findings. Critical Thinking: Ability to assess complex situations and make sound judgments based on available evidence. Interpersonal Skills: Ability to work collaboratively with team members, stakeholders, and beneficiaries.
