The role involves supporting the design, implementation, optimization, and validation of modern tax administration solutions aligned with client operational, regulatory, and compliance requirements. The successful candidate will work closely with project teams, business analysts, developers, government stakeholders, and end users to ensure the proposed solution effectively supports core tax administration functions, operational efficiency, revenue mobilization, compliance management, and digital transformation objectives. The position requires strong knowledge of tax administration operations, tax compliance frameworks, revenue systems, taxpayer lifecycle management, and public sector digital transformation initiatives. Scope of Work: Tax Administration Advisory and Functional Support: Provide subject matter expertise in tax administration processes, workflows, and operational requirements. Support the design and implementation of tax administration systems and digital revenue management solutions. Analyze current tax administration processes and recommend improvements and automation opportunities. Support requirements gathering, functional analysis, and business process mapping activities. Provide guidance on taxpayer registration, tax filing, payments, compliance, audits, enforcement, and collections workflows. Support design and validation of tax business rules, tax calculations, and compliance controls. Participate in solution configuration reviews, system testing, and functional validation activities. Support implementation of taxpayer self-service and digital tax administration services. Review and validate system workflows against tax operational requirements and international best practices. Support integration of tax systems with external government systems, financial systems, and digital payment platforms. Stakeholder Engagement and Capacity Building: Engage with client stakeholders, tax officers, and operational teams to identify business needs and priorities. Facilitate workshops, consultations, and user engagement sessions. Provide technical input during project planning, implementation, and deployment activities. Support user acceptance testing (UAT), operational readiness, and go-live activities. Develop functional documentation, process manuals, and operational guidelines. Support training and capacity-building initiatives for end users and tax administration personnel. Provide advisory support on tax policy implementation and operational alignment. Reporting and Compliance: Prepare technical reports, assessments, and recommendations related to tax administration operations. Support project governance, compliance, and quality assurance activities. Maintain documentation of business requirements, workflows, and tax operational procedures. Ensure alignment with regulatory, operational, and project compliance requirements. Support risk assessments and mitigation planning related to tax operations and system implementation. Perform any other duties assigned from time to time. Qualifications and Skills: Bachelor’s degree in Accounting, Finance, Economics, Tax Administration, Public Administration, Business Administration, Law, Information Systems, or a related field. Professional accounting or taxation qualification such as CPA, ACCA, CTA, or equivalent will be considered an added advantage. Minimum of 5+ years’ experience working in fully functional revenue tax administration projects. Minimum of 5 years’ experience as a Tax Administration Subject Matter Expert on tax administration system implementation projects. Experience working on at least two projects as a Taxation Subject Matter Expert. Strong understanding of tax administration processes including taxpayer registration, filing, payments, audits, compliance, enforcement, and collections. Experience supporting tax digital transformation and enterprise revenue management systems. Knowledge of public sector operations, revenue administration, and regulatory compliance frameworks. Strong analytical, documentation, stakeholder engagement, and advisory skills. Excellent communication and presentation abilities. Ability to work collaboratively within multidisciplinary technical and operational teams. Knowledge of Somali language or ability to coordinate translation services is mandatory.
