The Central Rift Valley Water Works Development Agency (CRVWWDA) is one of the nine (9) Water Works Development Agencies in Kenya and was formed under Section 65 of the Water Act, 2016. It was established through Kenya Gazette Notice No. 4 dated 7thFebruary 2020. The region served by the Agency comprise of the five Counties of Nakuru, Narok, Laikipia, Baringo and Nyandarua. The four Counties of Nakuru, Narok, Baringo and Nyandarua were innitialy under the former Rift Valley Water Works Development Agency (RVWWDA) while Laikipia County was under the Northern Water Works Development Agency (NWWDA).The RVWWDA had itself replaced the Rift Valley Water Services Board (RVWSB) that operated in seven Counties, namely, Turkana, West Pokot, Elgeyo/Marakwet,Nakuru, Narok, Baringo and Nyandarua under the Water Act, 2002. The Agency is a state Corporation under the Ministry of Water & Sanitation and Irrigation. Vision and Mission Statement and Strategic Objectives (i) Mandate The Core functions of the Rift Valley Water Works Development Agency, as provided at Section 68 of the Water Act, 2016 are; Undertake development, maintenance and management of national public water works; Operate the Water Works as a water Service Provider until the Water Works are handed over to a designated water services provider for operation and management as per Section 68 (b); Provide water services when ordered by the Regulatory Board as per section 103 of the Water Act, 2016. Provide technical and capacity building services to county governments and water services providers upon request; Provide technical support to the Cabinet Secretary in the discharge of the duties provided under the Constitution and the Water Act, 2016. (ii) Vision: To be the epitome of excellence in the development of water and sanitation infrastructure. (iii) Mission To plan, develop and deliver efficient and dependable water and sanitation infrastructure (iv) Core Values Professionalism, Team work, Integrity, Customer Focus, Equity and fairness, Environmental Sustainability, (v) The Strategic Objectives of CRVWWDA The strategic objectives of the Agency as adopted from the Interim Strategic Plan are: To plan for development of water infrastructure; To enhance the Agency’s financial resource base to ensure operational sustainability; To increase access to adequate & safe water and efficient sewerage services through the development of Water infrastructure; To transfer and build the capacity of the County Governments in the Agency’s area of jurisdiction for the efficient management of Water Services; and To enhance the Agency’s institutional capacity for effective corporate performance.Job Purpose  The job entails identification, feasibility studies, detailed design and construction of water infrastructure to increase area from diverse water sources that include rivers, lakes, ground water as well as the development and expansion of sanitation water harvesting and storage.  Job Specifications  Duties and responsibilities entail:-  Designing, installing and maintaining electrical engineering services in water works;   Supervising installation work carried out by contractors;   Preparing requisitions and specifications for new equipment and processes tenders;   Controlling funds and materials issued to a unit  Designing project; project costing and budgetary preparations; documenting and managing contract;   Ensuring professional standards and undertaking quality control;   Preparing technical specification and evaluation of tenders for vehicles, plant and equipment;   Preparing tender documentation for sale of plant, vehicles and equipment;   Drafting general layout drawing for new workshops and workshops improvements;   Maintaining records and preparing reports on testing programmes for vehicles and plants;   Implementing equipment management systems;   Maintaining and submitting updated inventory of monitor vehicles, plant and equipment.  Participating in detailed investigations for water development projects for carrying out feasibility studies and detailed design;  Participating in feasibility or technical studies to establish water potential of new sites and areas;  Preparing project proposals and concept notes as well as project prioritization;   Monitoring the implementation and timely delivery of all outsourced water planning and design projects including certification of sub-contractor valuations and final accounts;   Ensures compliance with water standards, codes of practice and environmental and social safeguards guidelines to ensure ecosystems integrity, social safeguards, agro diversity, as well as environmental conservation;  Participates in water site visits, meetings, and presentations.  Tracking construction schedules and associated costs.  Person Specifications   Cumulative service period of three (3) years relevant work experience as an Engineer II or in a comparable position;   Bachelor Degree in any of the following disciplines: Civil Engineering Water Engineering, Structural Engineering or any other relevant qualification from a recognized institution;   Registered with the Engineers Board of Kenya;   Proficiency in computer applications.
