The National Lottery Board is the public institution mandated to oversee and safeguard the National Lottery—ensuring it is run with integrity, transparency, and in the best interest of the Kenyan people. We set the standards, enforce accountability, and provide oversight to ensure the lottery operates responsibly and earns public trust. Every ticket played contributes to something bigger. Proceeds from the National Lottery support charities and economic empowerment, sports, arts and culture, national heritage, emergency response, and other priority national initiatives—reaching communities across all 47 counties.Reference No. NLB/ F&A/3 Duties and responsibilities at this level will entail: Developing and overseeing the implementation of a dynamic Finance strategy that can deliver exemplary services and results as envisioned in the strategic plan. Develop NLB’s budget and continuously monitor and evaluate its Implementation. Giving oversight to NLB’s financial affairs and advice NLB on financial planning strategies and policies. Ensuring effective and efficient management of NLB’s resources including finances and other assets and liabilities. Ensuring the provision of meaningful, accurate and timely financial and management accounts and reports to the Secretary/Chief Executive Officer and the Board. Negotiating with banks, donors, and development partners for appropriate financial support. Participating in the development and review of the NLB strategic plan. Ensuring compliance with Public Financial Management Act, IPSAS and IFRS and ISO Standards and other legal and regulatory policies. Reviewing the financial plans in line with the overall strategic objectives and government performance contract. Construct and monitor reliable internal control systems. Understand and mitigate key elements of the NLB financial risk profile. Requirements for appointment: Cumulative period of twelve (12) years’ work experience, three (3) years of which should have been in the grade of Assistant Manager, Finance and Accounts or in a comparable and relevant position. Bachelor’s Degree in any of the following disciplines: - Accounting, Finance, Statistics, Commerce (Finance/Accounting option), Business Administration (Finance/Accounting option), Business Management (Finance/Accounting option) or its equivalent qualification from a recognized and accredited institution. Master’s Degree in any of the following disciplines: Finance, Accounts, Commerce, Business Administration (Finance/Accounting option), Business Management (Finance/Accounting option) or its equivalent qualification from a recognized and accredited institution. Certified Public Account (CPA K) or equivalent qualification from accredited examination body. Membership to the Institute of Certified Public Accountants of Kenya (ICPAK) or relevant professional body in good standing. Certificate in Leadership course lasting not less than four (4) weeks from a recognized and accredited institution. Proficiency in computer applications. Demonstrated merit and ability as reflected in work performance and results.
