Please note, this is a voluntary unpaid part-time role that is fully remote. Hours are fully flexible, but we would be looking for someone who can commit to around at least 6 hours per week. This volunteer role can be based remotely anywhere

Overview The International Youth Federation (IYF) is a global non-profit youth organisation network governed by the present Statutes and the Swiss Civil Code. It is politically neutral and non-denominational, aiming to empower youth worldwide.

The IYF is a global youth network, an organisation advocating for change and connecting countries to knowledge, experience and resources to empower young people across the world. IYF works in over 50 countries and territories, helping to achieve youth empowerment and improve the status of youth.

The Under-Secretary-General (USG) is the third senior official after the President and the Secretary-General. The position of USG requires energy and sustained commitment. It is demanding in its necessary attention to detail. It is best suited to a person who is well organised, has developed administrative skills, and has appropriate, but by no means elaborate, secretarial assistance. Ensuring the smooth running of the IYF’s work plan and assisting Senior Management Team (SMT). She/he is assisted by Assistant Secretary General(s) in promoting and ensuring the necessary cooperation and coordination, liaising with the IYF secretariats to coordinate inter-agency relations at the management and technical levels.

The USG reports to and supports the Secretary-General in advancing the IYF performance and providing the necessary advice in accordance with the IYF mandates to support Member States’ efforts in the field of youth empowerment and meet the challenges of the 2030 Agenda for Sustainable Development, while ensuring national leadership and ownership. 

Responsibilities    (A) Official Representation: • Represent the IYF Management team at all levels; • When delegated, verifying and signing all acts adopted by the Executive Board, together with the SG; • Assisting the SG in preparing important meetings/missions of the IYF; • In the absence of the SG, the USG shall assume the functions of the SG; • Communicate the decisions of IYF administration, commissions and senior management on behalf of the IYF; and • Conduct the correspondence of the IYF and send out notices of all events, conferences and meetings at the international level.  (B) Strategic Management Support:   • Participates in the IYF’s highest-level corporate decision-making bodies, the Executive Board and the Senior Management Team, contributing to strategic directions for the organization as a whole; • Leads and manages Executive-level staff and works collaboratively and collegiately across the IYF to achieve outcomes and results in line with IYF’s Internal Strategy and annual business plans; • Shapes strategic thinking, including formulation of operations/management strategies, policies, and business processes/solutions in line with best practice; • Provides strategic direction and support to all aspects of operations/management and business support services of IYF, including human resources, finance and administration, budget, procurement, legal affairs, information systems and technology (ICT), security, management consulting services; • Identifies existing and emerging challenges and priorities in IYF’s operations/management system, analyses them, implements measures to improve effectiveness and efficiencies and pursues innovative solutions; • Performs functions linked to staff separation, disciplinary measures and legal disputes as per IYF’s Regulations and Rules; and • Builds relevant strategic partnerships with key stakeholders to carry out IYF’s mission and achieve results. (C) Governance and Coordination Support:    • Prepare annual reports on the work of the IYF and such other documents, which may, from time to time, be required by the IYF administration; • Act as chair for and at all meetings of the Executive Office. He/she shall prepare and distribute the agenda and other materials and keep the minutes of all meetings; • Report annually, on behalf of the Executive Office, about the activities of the Federation and of its committees/divisions, Joint Committees and other bodies; • To manage, devise, submit and monitor all budgets in their activity area, to ensure there are no negative variances.

Experience Senior-level experience within United Nations agencies, European Union institutions, international NGOs (including organisations such as Save the Children), charitable foundations, USAID-funded initiatives, or similar multilateral and bilateral organisations, such as INGO, NGOs, IGOs. Substantive expertise in youth empowerment, international development cooperation, public policy, diplomacy, and international relations, with a strong understanding of international norms and standards. Proven ability to provide strategic, operational, and advisory support to Secretaries-General, Executive Heads, and Governing Bodies, including preparation of high-level meetings, reports, and official communications. Demonstrated leadership in institutional and corporate management, overseeing functions such as human resources, finance, administration, governance, compliance, and results-based management. Strong record of building strategic partnerships with Member States, UN entities, EU bodies, donors, civil society, youth-led organisations, and the private sector, and leading diverse, multicultural teams to deliver results.
