The Information and Communication Technology (ICT) Authority is a State Corporation under the Ministry of Information Communication and Technology. The corporation was established in August 2013. The Authority is tasked with rationalising and streamlining the management of all Government of Kenya ICT functions. Our broad mandate entails enforcing ICT standards in Government and enhancing the supervision of its electronic communication. We also promote ICT literacy, capacity, innovation and enterprise in line with the Kenya National ICT Masterplan 2017. Vision Be the leader in transforming Kenya into a regional ICT hub and a globally competitive digital economy Mission To champion and harness ICT for efficient and effective public service delivery, wealth creation and well-being of Kenyans Core Values Our core values are: ââÂÂþIntegrity: We deliver what we promise by subscribing to the highest levels of efficiency, effectiveness, transparency and accountability ââÂÂþCreativity: We provide solutions in innovative, imaginative and inspiring ways ââÂÂþTeamwork: We work together as a team to meet our common goals, while appreciating each othersâ talents ââÂÂþAllegiance: We promote patriotism and protection of the environment while giving the best value for money invested in us ICT Authority Mandates The following are the functions of the ICT Authority: ââÂÂþSet and enforce ICT standards and guidelines for the human resource, infrastructure, processes and system and technology for the public office and public service; and ââÂÂþDeploy and manage all ICT staff in the public service; ââÂÂþFacilitate and regulate the design, implementation and use of ICTs in the public service; ââÂÂþPromote ICT literacy and capacity; ââÂÂþPromote e-Government services; ââÂÂþFacilitate optimal electronic, electronic form, electronic record and equipment use in public service; ââÂÂþPromote ICT Innovation and enterprise; ââÂÂþEstablish, develop and maintain secure ICT infrastructure and systems ââÂÂþSupervise the design, development and implementation of critical ICT projects across the public service. ââÂÂþImplement and manage the Kenya National Spatial Data InitiativeJob Specifications Duties and responsibilities at this level will entail: Providing legal advice to ensure the best legal approach is taken by the Authority; Drawing up and submitting contracts, agreements and other legal documents; Undertaking research on different information to ensure the Authority is acting in accordance with all applicable laws; Preparing Quarterly Legal Reports; Preparing Board Resolutions, Action Points, Board Reports and Board Minutes; Accessing information required on case files and communicating to the external advocates; Identifying legal and compliance risks and issues relative to the Authority’s intended actions; Managing the risk exposure of the Authority by ensuring compliance with all relevant statutory and regulatory requirements; Liaising with external lawyers on all cases filed against the Authority to ensure instructions, witnesses and statements are procured on time; Working with external lawyers to initiate lawsuits or to formulate a defense, to gather evidence in legal proceedings involving the Authority; Preparing and monitoring of the Division’s budgets and expenditures; Providing advice relating to any legal proceedings involving the Authority; and Representing the Authority in litigation matters. Job Specification Personal Specifications For appointment to this grade, an officer must have: At least five(5) years of relevant work experience in Public or Private Sector Bachelor of Laws (LLB) degree from a recognized institution; Postgraduate Diploma in Legal Studies from the Council of Legal Education; Masters degree in law or Social Sciences or any other equivalent qualification from a recognized institution; Competencies and Skills Admitted as an advocate of the High Court Kenya; Certified Public Secretary (K) or its equivalent qualification from a recognized institution; Certificate in Management Course lasting not less than four (4) weeks from recognized institutions; Certificate in computer application skills; Meets the provisions of Chapter Six of the Constitution; and Shown merit and ability as reflected in work performance.
