RESPONSIBILITIES
Support delivery of Mombasa Terminal Annual HSSE plan by implementing assigned roles as per plan. Assigned roles include participation in Terminal HEMP process, weekly terminal /Tank farm sectional toolbox meetings, quarterly Terminal Safety Committee & Ops Meeting, daily walkabouts, monthly ERP drills and HSSE incentive scheme. Ensure timely closure of action items and monitor on a monthly basis.Enhance safety culture at Mombasa Terminal by supporting PI and incident reporting as per target of at least two PI/Staff/month for all Tank farm contractors. Follow up timely closure of actions identified and achieve zero LTI’s/Incidents.Ensure that all product transfer operations are conducted safely and in accordance with the laid down proceduresAs the custodian of tank farm vehicle, ensure correct usage and maintenance in line with HSSE guidelines.Ensure weekly interceptor skimming and keep records while maintaining strict control through effective custody of all interceptors’ keys to ensure they remain locked and sealed at all times. Authorize opening only for draining of excess water and routine cleaning.Closely supervise tank farm contractor staff and carry out at least weekly PPE inspection to ensure fit-for-purpose. Maintain recordsMaintain updated Tank farm KPIs for improvement monitoring- to be tracked monthly.Achieve Zero High/Serious findings in Audits in Tank farm/Marine operations. Ensure timely closure of action items through continuous follow up.Monitor tank stock levels and plan safe pumpover jointly with KPRL to ensure nil stock out unless due to external circumstances out of terminal’s control.Manage consignment stock at customer site to ensure adequate stock controls while maintain sufficient stock levels. Work with stakeholders for timely stock takes and invoicing.Avail tanks for gantry operations by 7:00am daily and capture tank temperatures / Densities in SAP every 4 hours, and the same accurately recorded in the appropriate register.Deliver on the stock management targets by supervising daily accurate tank dipping and conducting reconciliation by 8am. Maintain stock variances to within target and conduct prompt investigations and explanation for those outside tolerances by 11am daily.Supervise and document all aviation quality checks and water draining from tanks.Ensure accurate tank sampling, conduct quality checks during tanker discharge and ensure samples are sent to the Lab for analysis on timeEnsure terminal VHF radios are in good working condition and inventory promptly updatedEnsure that good housekeeping is maintained at the tank farm and pump areas at all times by taking daily walkabouts.Maintain tank farm operations records including KPIs safely for ease of retrieval and audit trail and ensure handover for archiving is properly signed-off.Ensure all ship discharges are well planned and conducted efficiently to keep demurrage costs at a minimum.Support saving on terminal budget through effective management of tank farm contractor staff shift system to attain optimal overtime unless due to external unavoidable circumstances.Effectively manage safekeeping of tanks, bund wall valves and interceptor keys and locks to ensure controls assurance process remains intact.Requisition and securely store seals for Tank farm use, dispense the same and account for all issued seals. Ensure all tank/pipeline valves, bund walls and interceptors are properly and securely sealed and accurately recorded in the tank farm seals register.Ensure product quality (including daily conductivity for Jet A1) by receiving product quality certificate from KPRL/Lab prior to pumpover and getting received product tested at MSAT Lab.Drain water from storage tanks fortnightly and keep records.Review annual terminal maintenance plan relating to Tank farm equipment jointly with the maintenance supervisor and ensure implementation as per plan (including monthly testing of HLA alarms) and keep recordsMaintain Tank farm equipment breakdown log and follow up with maintenance supervisor for speedy closure to minimize downtime. Sign off all works/projects touching on Tank farm equipment to ensure satisfactory performance by maintenance contractors, give feedback to maintenance supervisor as necessary.Review and update Tankfarm Operations procedures at least quarterly to ensure fit for purpose. Train all Tank farm staff on the procedures after every update and keep records as evidence all staff have fully understood.Develop a fit-for-purpose training plan for tank farm contractor staff and execute monthly to ensure they remain competent to carry out their duties.
