Senior Performance-Based Maintenance Expert

NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity. The Technical Assistance will support ECOWAS and Member States in promoting efficient and sustainable road maintenance practices, including the development and implementation of performance-based maintenance systems and modern maintenance procurement approaches. NTU International is seeking a Senior Performance-Based Maintenance Expert to support the development and implementation of performance-based road maintenance systems, contracts, and maintenance financing approaches across the ECOWAS region.

Key Responsibilities Support the design and implementation of performance-based road maintenance systems and contracting approaches; Provide technical assistance on maintenance procurement, contract management, and contractor performance monitoring; Develop performance indicators, service levels, and maintenance monitoring frameworks; Support preparation of bidding documents, technical specifications, and contract documentation for maintenance contracts; Advise on maintenance planning, budgeting, and performance monitoring systems; Support the development of transparent and efficient maintenance procurement procedures; Contribute to climate-resilient and sustainable maintenance approaches for regional and national road networks; Coordinate with ECOWAS institutions, national road agencies, contractors, and development partners; Deliver technical workshops, training sessions, and capacity-building activities related to performance-based maintenance systems; Contribute to monitoring, reporting, and evaluation of maintenance performance and contract implementation.

Education Master’s degree in civil engineering, transport infrastructure, construction management, procurement, or another relevant field.

General Professional Experience Minimum 10 years of professional experience in road maintenance, transport infrastructure management, or maintenance contract implementation; Proven experience working on transport infrastructure projects in developing countries, preferably in Sub-Saharan Africa; Experience in international development cooperation and donor-funded programmes.

Specific Professional Experience Minimum 7 years of experience in performance-based road maintenance systems or maintenance contract management; Demonstrated experience with output- and performance-based road contracts, maintenance procurement, and contractor supervision; Experience with FIDIC-based maintenance contracts or similar international contracting frameworks is considered an advantage; Experience supporting road maintenance programmes financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered a strong asset; Experience with road asset management systems, maintenance auditing, or performance monitoring tools is considered an asset; Experience working with road agencies, transport ministries, or regional organisations is an advantage.

Languages English or French (C1 mandatory); Working knowledge of the other language is considered an asset.
