Senior Corridor Management Authority Expert
NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity. The Technical Assistance will support the establishment and operationalisation of Corridor Management Authorities (CMAs), including the Praia–Dakar Corridor Management Authority, as well as the strengthening of corridor governance, coordination mechanisms, and performance monitoring systems across the ECOWAS region. NTU International is seeking a Senior Corridor Management Authority Expert to support corridor governance, institutional coordination, operationalisation of Corridor Management Authorities, and regional transport facilitation initiatives across West Africa.
Key Responsibilities Support the establishment and operationalisation of Corridor Management Authorities (CMAs) across regional transport corridors; Provide technical assistance on corridor governance frameworks, institutional arrangements, and operational procedures; Support the development of mandates, governance structures, Standard Operating Procedures (SOPs), and coordination protocols for CMAs; Facilitate coordination among ECOWAS institutions, national authorities, corridor stakeholders, and development partners; Support the development and implementation of corridor performance monitoring systems and management tools; Advise on transport corridor governance, logistics coordination, and multimodal connectivity initiatives; Support stakeholder consultations, inter-agency coordination mechanisms, and regional policy dialogue; Contribute to the preparation of technical reports, operational frameworks, governance assessments, and strategic recommendations; Deliver capacity-building activities, workshops, and technical training related to corridor management and transport governance; Contribute to monitoring, reporting, and evaluation of corridor governance and management activities.
Education Master’s degree in transport planning, logistics, public administration, infrastructure management, economics, or another relevant field.
General Professional Experience Minimum 10 years of professional experience in corridor management, transport governance, logistics, or regional infrastructure coordination; Proven experience working on transport or regional integration projects in developing countries, preferably in Sub-Saharan Africa; Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience Minimum 7 years of experience in corridor governance, transport facilitation, or institutional coordination related to regional transport corridors; Demonstrated experience supporting Corridor Management Authorities, logistics corridors, or transport governance frameworks; Experience with regional transport integration, trade facilitation, or multimodal logistics systems is considered an advantage; Experience working with ECOWAS, UEMOA, AfCFTA, AU, or other regional integration frameworks is considered a strong asset; Experience supporting projects financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered an asset; Experience facilitating coordination among public institutions, customs authorities, transport operators, and regional stakeholders is considered an advantage.
Languages English or French (C1 mandatory); Working knowledge of the other language is considered an asset.
