Tana Water Works Development Agency (TWWWDA) is one of the eight Water Works Agencies created under the Ministry of Water and Sanitation following the enactment of the Water Act (2016). TWWDA covers 31 Subcounties of Nyeri, Kirinyaga, Embu, Tharaka-Nithi and Meru covering an area of 19,169km2 with a population of 4,238,469 (2009 census).The estimated figure for 2015 is 4,537,000 projected from the 2009 population census with 16% urban and 84% rural. 40 per cent of the area is either arid or semi-arid. About 80 per cent of the residents live in the rural areas. Currently, 37 per cent of the population receives their water from water supply schemes that were inherited from the Ministry of Water and Sanitation. The mandate of TWWDA is derived from water act 2016 which is to increase access to safe, adequate and sustainable water and sewerage Infrastructure to both the rural and urban populations within the area of its jurisdiction. Job Purpose The Chief Executive Officer is responsible to the Board of Directors for the implementation of the Agency’s strategic goals and the management of its resources including giving direction and leadership for the achievement of its mission. In addition, the Chief Executive Officer is the Accounting and Authorized Officer and responsible for enforcing decisions of the Board and the day-to-day operations and administration of the Agency. Duties and responsibilities at thislevel will entail: - Coordinating the development, maintenance and management of the national public water works within its area of jurisdiction; Overseeing operation of waterworks and provision water services as a water service provider, until such a time as responsibility for the operation and management of the waterworks are handed over to a county government, authority of county governments or water services provider within whose area of jurisdiction or supply the waterworks is located; Spearheading provision of reserve capacity for purposes of providing water services where pursuant to section 103, until the Regulatory Board orders the transfer of water services functions from a defaulting water services provider to another licensee; Coordinating provision of technical services and capacity building to such county governments and water services providers within its area as may be requested; and Providing to the Cabinet Secretary technical support in the discharge of his or her functions under the Constitution and this Act. Ensuring the maintenance of efficiency and discipline by all staff of the Agency; Exercising leadership and managerial oversight of the Board’s core mandate and functions; Providing general oversight of all TWWDA activities, manages the day-to-day operations, and smooth functioning and efficiency within the organization; Providing leadership in the development of the Agency’s programs and assures quality program and organizational stability through development and implementation of standards and controls, systems and procedures, regular evaluation and performance management system; Maintaining effective collaboration and partnerships with organs of Government and Government agencies, county Governments, international organizations, private sector non-governmental organization and other Stakeholders. Person Specifications For appointment to this level an officer must have: - Cumulative service period of fifteen (15) years’ work experience five (5) of which must have been in the grade of Director position; or a comparable position. Bachelor’s Degree in the following disciplines: Engineering (Civil, Water, Environmental) or its equivalent qualification in a recognized institution; Master’s degree in any of the following disciplines; Engineering (Civil, Water, Environmental), Project Management, Business and Strategic Management or its equivalent from a recognised institution; Registration with the Engineers Board of Kenya (EBK) as Professional Engineer; Membership to a relevant professional body and in good standing; Certificate in Leadership course lasting not less than four (4) weeks from a recognised institution; A valid practising certificate where applicable; Proficiency in computer applications; Demonstrated outstanding managerial and professional competence asreflected in work performance and results; and Fulfil the requirements of Chapter Six of the Constitution. Compliance Requirements Shortlisted candidates will be required to submit certified, valid clearance certificates from: Kenya Revenue Authority (Tax Compliance Certificate); Ethics and Anti-Corruption Commission; Higher Education Loans Board; Directorate of Criminal Investigations; A recognized Credit Reference Bureau.
